Dulce Base is the subject of a conspiracy theory claiming that a jointly-operated human and extraterrestrial underground facility exists beneath Archuleta Mesa on the Colorado-New Mexico border, near the small town of Dulce, New Mexico, seat of the Jicarilla Apache Nation. No physical evidence of such a facility has been confirmed or independently verified. The Dulce Base narrative is, however, one of the most richly developed and persistently circulated stories in modern UFO mythology -- and its origins are inextricably intertwined with a documented government disinformation campaign that destroyed a real man's life.
The story has several distinct layers that must be carefully separated:
Layer 1 -- The real events: A physicist named Paul Bennewitz was filming anomalous lights over Kirtland Air Force Base in Albuquerque, New Mexico, beginning around 1979. He had actually captured footage of classified military experiments and possibly laser weapons tests. The Air Force Office of Special Investigations (AFOSI) identified him as a security risk.
Layer 2 -- The documented disinformation: AFOSI Special Agent Richard C. Doty was assigned to manage Bennewitz. Rather than silencing him, Doty -- in coordination with UFO researcher William Moore -- ran a sustained psychological operation against Bennewitz, feeding him fabricated documents, fake photographs, and increasingly elaborate stories about underground alien bases, government-alien treaties, and imminent extraterrestrial invasion. This operation is not disputed; Moore confessed to it publicly in 1989 and Doty has acknowledged his involvement.
Layer 3 -- The mythology that escaped: Bennewitz's resulting "Project Beta" document and other materials circulated through the UFO research community. The Dulce Base mythology then grew through additional claimants -- Thomas Costello (an alleged security guard), Phil Schneider (a self-described explosives engineer), and numerous anonymous "witnesses" -- until it developed a life entirely independent of its disinformation origins.
Understanding Dulce Base requires holding all three layers simultaneously: the genuine classified activity that Bennewitz originally observed; the documented AFOSI operation that weaponized his observations into a mythology; and the subsequent accretion of independent claims that the mythology attracted.
