Psychological Operations in Military Doctrine
Psychological Operations (PSYOP) -- also called Military Information Support Operations (MISO) in current doctrine -- are operations designed to convey specific information to target audiences to influence their emotions, motives, objective reasoning, and ultimately their behavior. They are a standard component of military and intelligence operations.
The Bennewitz operation, while unusual in its domestic target (a U.S. civilian, which raises legal questions about domestic PSYOP application), exhibits the classic characteristics of a PSYOP:
- A specific target audience (Paul Bennewitz; secondarily the UFO research community)
- A specific behavioral objective (redirect Bennewitz's attention away from Kirtland's classified programs)
- A tailored message (alien underground base at Dulce, not classified aircraft at Kirtland)
- Exploitation of existing beliefs (Bennewitz's pre-existing UFO interest was the hook)
- Multiple channels (documents, conversations, physical staging, third-party reinforcement through Moore)
The "Real Seed" Technique
One of the most effective PSYOP techniques documented in the Bennewitz operation is what might be called the "real seed" technique: starting with something the target has genuinely observed, confirming their observation (which establishes trust), and then steering the explanation in a false direction.
With Bennewitz:
- He genuinely filmed lights over Kirtland -- real observation
- AFOSI confirmed he had seen "something" -- establishing trust
- AFOSI directed the explanation toward alien spacecraft -- false conclusion
- Bennewitz then interpreted all subsequent observations through the alien framework he had been given
Once a person has accepted a framework, they interpret new observations through that framework. Subsequent anomalous observations at Kirtland were automatically categorized as "more alien activity" rather than "more classified military activity."
The Escalation Problem
A characteristic feature of the Bennewitz operation was escalation: as Bennewitz became more distressed and more disconnected from reality, the disinformation became more extreme rather than being dialed back. This may reflect several factors:
- The operation's success -- Bennewitz was thoroughly distracted from Kirtland's real programs
- Inertia -- once a PSYOP is running it has organizational momentum
- A cynical willingness to sacrifice Bennewitz's mental health to the operation's goals
- A possible secondary objective: testing how far disinformation could push a target
The escalation ultimately achieved the most complete possible "success": Bennewitz was hospitalized and permanently removed as an observer of Kirtland's classified programs. The mythology he left behind was an unintended consequence of that success.
The Legal Dimension
Domestic PSYOP targeting of U.S. civilians raises serious legal questions under U.S. law. The Smith-Mundt Act (1948, amended 2012) restricts domestic application of military information operations. The AFOSI's activities against Bennewitz -- a U.S. civilian with no foreign connections -- were conducted in a legal gray zone that has never been fully examined in any public proceeding.
