Operation Azorian:
Operation Azorian, also known as Project Azorian, was a covert CIA mission in 1974 aimed at recovering the sunken Soviet submarine K-129 from the Pacific Ocean using the specially designed ship Hughes Glomar Explorer. The operation was notable for its complexity and secrecy, ultimately resulting in the recovery of a portion of the submarine, although a mechanical failure caused part of it to be lost during the lift.

The Phoenix Project actually gets its start in the late 40's. It was an attempt to control the weather using information and technologies derived from the work of Dr. Wilhelm Reich, an Austrian scientist.
