[[Barron, Wisconsin|Barron WI]], summer 1934.  [[Coral Lorenzen]] witnesses a UFO. In August of 1951, Carol became a reporter for the Green Bay Press-Gazette, reporting on UFOs. In 1952, Coral and her husband, a former [[U.S. Army Air Corps]] officer, [[Jim Lorenzen]], established the Aerial Phenomena Research Organization, or [[APRO]].  The Lorenzens' investigative group had people in different disciplines who would study reports.  [[APRO]] had 3000 members compiling data that exceeded projects [[Project Sign|Sign]], [[Project Grudge|Grudge]], and [[Project Blue Book|Blue Book]].

Other civilian organizations followed [[APRO]], including [[NICAP]] (National Investigations Committee On Aerial Phenomena), founded and chaired by [[Admiral Fahrney]] and  [[Admiral Hillenkoetter]], the first head of the [[CIA]].  In 1960 Hillenkoetter stated:
# the UFO phenomenon was real
# it was not Soviet
# we had not adequately scientifically studied  the UFO phenomenon
The government continued to deny UFO credibility.

On May 31, 1969, [[APRO]] member [[Walt Andrus]] created the Midwest UFO Network, which later changed to the Mutual UFO Network, or [[MUFON]].  MUFON grew into a large national organization with thousands of members.

[[APRO]] and [[MUFON]] were both inspired by UFO encounters.  Theorists suggest alien involvement, and that specific individuals have been chosen as emissaries.
