Its name is No. 7088 and it was spotted on a radar screen by  Air&lt;br /&gt;
Force  radar  jockeys  working  deep  within  the  catacombs   of&lt;br /&gt;
Colorado&amp;#039;s Cheyenne Mountain on a December night four years ago.&lt;br /&gt;
&lt;br /&gt;
Since  then, it and dozens similar inexplicable radar  blips,  as&lt;br /&gt;
well  as possible strange sightings, have been the subject of  an&lt;br /&gt;
intensive,  expensive and possibly illegal, covert  investigation&lt;br /&gt;
by the U.S. intelligence community.&lt;br /&gt;
&lt;br /&gt;
So says Howard Blum, a former New York Times reporter and  author&lt;br /&gt;
of the newly released Out There The Governments Secret Quest  for&lt;br /&gt;
Extraterrestrials. &amp;quot;I&amp;#039;m not saying UFO&amp;#039;S exist,&amp;quot; Blum said in  an&lt;br /&gt;
interview  recently.  &amp;quot;I&amp;#039;m saying the government is  covering  up&lt;br /&gt;
what  it is ignorant of.  It was done without the  taxpayers&amp;#039;  or&lt;br /&gt;
congress knowledge.&amp;quot;&lt;br /&gt;
&lt;br /&gt;
Despite  years of official denials that the possibility of  other&lt;br /&gt;
life  in the universe is even considered officially  interesting,&lt;br /&gt;
Blum reports the existence of a top-secret UFO Working Group.&lt;br /&gt;
&lt;br /&gt;
Comprised  of top intelligence officials,scientists and  military&lt;br /&gt;
officers,  the  group  meets  at the  Pentagon  to  evaluate  and&lt;br /&gt;
investigate  reports of unexplained sightings and  electronically&lt;br /&gt;
recorded disturbances of our niche in the solar system.&lt;br /&gt;
&lt;br /&gt;
Along  the  way, Blum says, the group has overseen a  50  million&lt;br /&gt;
effort  by  the  intelligence  community  to  keep  tabs  on  UFO&lt;br /&gt;
believers  - actually supplying them with bogus ufo  information,&lt;br /&gt;
he  says,&amp;quot;so  people  won&amp;#039;t  take  them  seriously.&amp;quot;   Air  Force&lt;br /&gt;
intelligence agents infiltrate and harass UFO groups, he said.&lt;br /&gt;
&lt;br /&gt;
CIA  Agents,masquerading as NASA scientists,have visited  Elmwood&lt;br /&gt;
Wis.,  Population  991,  a  self  proclaimed  UFO  capital  where&lt;br /&gt;
townspeople  cooperated  to  build a UFO landing  pad.   He  says&lt;br /&gt;
agents copied people&amp;#039;s medical records and took soil samples.&lt;br /&gt;
&lt;br /&gt;
NASA has an aboveboard version of the quest,a 100 million program&lt;br /&gt;
called the Search for Extraterrestrial Intelligence,or SETI.&lt;br /&gt;
&lt;br /&gt;
It  uses  an array of electronics to scan and record  10  million&lt;br /&gt;
radio  waves a second in case other forms of life out  there  are&lt;br /&gt;
sending us messages.  Scientists will have to break the code.&lt;br /&gt;
&lt;br /&gt;
Blum supports SETI,which has promised to make public all contacts&lt;br /&gt;
with extraterrestrials.  He says the UFO Working Group is  trying&lt;br /&gt;
to &amp;quot;take on&amp;quot; SETI so it can &amp;quot;control the dialogue.&amp;quot;&lt;br /&gt;
&lt;br /&gt;
The   groups  existence  remains  officially   unconfirmed   and,&lt;br /&gt;
apparently, no closer to solving the UFO mystery.  So the  search&lt;br /&gt;
continues like an episode of televisions Unsolved Mysteries.&lt;br /&gt;
&lt;br /&gt;
&amp;quot;The generals think they can get armaments and stealth technology&lt;br /&gt;
from  aliens, and the scientists want insights into how  life  is&lt;br /&gt;
formed,&amp;quot;  Blum said.  And the people of Elmwood are  looking  for&lt;br /&gt;
something more spiritual.&amp;quot;&lt;br /&gt;
