Patent 5,038,664: The Most Alarming
Among the full portfolio, Patent 5,038,664 -- "Method for Producing a Shell of Relativistic Particles at an Altitude Above Earth's Surface" -- contains the most dramatic claimed capability: creating a shell of high-energy particles in the upper atmosphere that could disable incoming ballistic missiles or satellites.
This is essentially a non-nuclear version of the electromagnetic pulse weapon. A shell of relativistic electrons in the upper atmosphere would damage or destroy the electronics of any satellite or missile warhead passing through it. The energy required to create and maintain such a shell -- using ionospheric heating to accelerate particles into relativistic velocities -- would be extraordinary. Whether the built HAARP facility operates anywhere near the power levels that would make this feasible is not established.
The Patent Portfolio and the Conspiracy Argument
The full patent portfolio matters to the conspiracy argument for a specific reason: it demonstrates that the intellectual property infrastructure surrounding HAARP describes a comprehensive set of capabilities including anti-missile defense, satellite interference, artificial plasma creation, and radio wave manipulation -- well beyond the "ionospheric research" that is the program's official description. Whether the built facility can implement any of these patent claims at scale is disputed. That the patents exist, were held by the HAARP contractor, and were cited in HAARP's founding documents is not.
