We have made a thorough study of the star and planets listed on
our charts as 51 degrees. Only a single planet of this system is
fit for habitation by human beings. Its inhabitants call it "Earth".
Our study was not interfered with; although there were many
sightings of our ships, the inhabitants of this planet are so
egocentric that they summarily reject the thought of any other
sentient beings in the universe.

This planet Earth appears to be absolutely unique in the galaxy.
While the human beings who inhabit it are similar to human beings
elsewhere in the universe, they differ from all others in that their
entire existence is dedicated to killing -- that is, the murder of
each other and of every other form of life upon the planet.

For the past two thousand years, they have pursued and refined this
practice of mutual murder as well as the utterly merciless murder
of other species.

The land mass on their planet is divided among groups of people,
usually speaking a common language, who call themselves "nations".
These "nations" have, for centuries, dedicated themselves to murder
-- mostly of the people of other nations, but not infrequently of
their own people; and very often, the major part of their productive
ability goes into the manufacture of weapons of death.

Their dedication to the art of killing has created a sort of science,
since in their development of the weapons of death, they have
discovered various byproducts, and since they must devise better
means of killing than their neighbors, this scientific development
proceeds apace; but so injurious is it to the ecostructure of their
planet that even the non-weapons bring death in large numbers.

We have concluded that about tens of millions died in the practice
of these mass killings -- which they call "wars" -- during the past
one hundred years. In the course of these great killings, some
nations become more powerful and others less powerful. As of this
moment, one of these "nations", United States by name, is the
strongest and the most developed and in a position to unleash great
killings at will. It is at present engaged in such a mass killing.

Through the centuries during which the people of Earth developed
the art of killing, they have agreed on certain rules; for example,
the right to kill is given to men and women dressed in a certain
common manner, wearing what they call "uniforms". If one does not
wear this "uniform", one can be severely punished for killing.
These measures enable the people to reproduce and generate the
next generation of killers.

So highly regarded is the art of mass murder, that all over the
planet, statues and monuments are raised to men who led the great
killings. All of these nations worship an entity which they call
God, and very often they do their largest killings in the name of
this God. And while they believe that there is only one such entity,
they hold that he approves the killing of other nations' people.
The record of their existence -- which they call "history" --
is largely an account of these killings.

Since they understand that the women and children must be preserved
to raise the next generation of killers, they have agreed on certain
rules concerning mass killing, and they have given these the name
of "The Geneva Conventions". But the more generally destructive
their weapons have become, the less they are able to distinguish
among the various categories that they are permitted to kill or
are barred from killing, and thus they tend more and more to ignore
these "Geneva Conventions".

It must be noted that the desire to kill without mercy and without
reason is so deeply implanted in these "people" that they have
organized a worldwide game which they call "hunting". Hunting
differs from war in that it is directed against all living things
but man, and to engage in it, one does not require a uniform.
For example, the largest land animal, the elephant, has been hunted
to near extinction. The area of the United States once had herds
of over two million bison. These were hunted and killed until only
a handful survived. The same was the fate of the great sea mammals,
the whales, and of numerous other species.

When the killing urge does away with an entire population of people
-- which is not unusual -- they call it genocide, and many groups
of people have disappeared in this manner. But curiously enough,
they have no name for the process of destroying an entire species.

Even though they do, on occasion, give lip service to the great
universal love of charity and compassion, the moment they embark
on another killing, all thoughts of compassion are immediately
cast aside.

Our recommendation to the Galactic Council is that these "people"
and this planet be avoided at all cost. Their lust for murder is
so profound that it must be regarded as a disease; and left to
themselves, they will soon destroy their atmosphere and render
their planet uninhabitable -- after which, children throughout
our Galaxy will sleep more soundly.
