         IS THERE REALLY AN UNDERWATER UFO BASE IN LAKE ONTARIO ?

       You may wonder who I am ? My name is Neil A. Palumbo, recently

  residing in Hamlin, NY, 20 miles West of Rochester, NY, about 4 miles

  from Lake Ontario.


       I am not, by the way, a native of this area. My Native town is

  Niagara Falls, New York. The only reason I moved out this way, is for

  business opportunities. Western New York, rather Buffalo/Niagara Falls

  and surrounding areas, are VERY depressed areas as far as employment.

  My business was starting to hurt in that area, so I moved to the

  Rochester Area back in the early 1980s.  

       
       Since I was a kid, I like many kids, always liked gazing at the

  stars.  Several of the Neighborhood kids had such an interest in NASA

  sending the first man up to be in Outer Space, that we started

  building rockets. The bunch of us would go to the local hobby shop,

  where we would find many different kits, were we could put together

  all different types of 3 stage rocket arrangements. But as time went

  on, things got too expensive, people moved away and interest was lost.

  There were a few of us that ventured on, reading about 'Contact Cases'

  from some magazines, like Saucers/Space & Science and Flying Saucers,

  listening to radio programs from WBEN-AM and WEBR-AM [Buffalo,NY] (FM was

  non-existant at the time), and reading the Courier Express (one of

  Buffalo's Newspapers, now out of business), which had weekly articles

  on extraterestrial phenomena.

  
       Losing contact with my friends, after (the ones interested in this

  phenomena) moved out-of-town,, I continued on my own. About this

  period in time, roughly 1965, and 10 years old at that, I started doing

  research. I had started on one of the most popular and contraversial

  UFO Contact cases of that time period. The person was George Adamski !

  Fortunately, for investigators/reseachers of that era, we had found

  plenty of research material on the subject. For those who aren't

  familiar with this time period, this was the era of 'DEBUNKING', the

  unspectacular part were Carl Sagan classified himself to many people

  closed-minded 'scientific-based' researcher, that would NOT open his

  eyes to the world around him. But, THIS WAS also the time period when

  we had a civilian, somewhat-like Bill Moore, that was being paid by

  the United States Air Force, to literally  DEBUNK this whole

  extraterrestrial issue, by announcing to the public that everyone

  around was seeing 'SWAMP GAS'.  YES!  Mr. James Allen Hynek !!!

  For those who developed an interest in the past 15 years, MANY people

  including Hynek himself, have been trying to cover this issue up since

  Blue Book. Yet, the mid-1960's was a contraversial time period. I had

  learned a lot about the PROS and CONS, esp. the CONs, enough to tell

  the difference from a debunker or a person who was faking a UFO

  sighting, contact or aduction, which are now called an Encounter of

  First, Second and Third Kind.

       WGR-AM of Buffalo, NY, was another station that had many radio

  shows on UFOs as well as the unexplained. After many years of

  listening to these radio stations, absorbing the new info that was

  being spread about, listening to personalities like Van Danaken, Berlitz

  and more, there happened to be one individual that was researching,
  
  investigating and lecturing and was VERY well respected by all of his

  listeners and colleagues, was the retired Director of Music in Buffalo

  Schools, Mr. Norman A. Weis.

       The MANY that were inspired by Norman, not only for UFOs, but

  the Paranormal Field, Medicine, Non-Conventionnal Technology, Science

  and Theology, ALL of which he lectured on, could not wait until he

  announced where his next lecture was going to be. He became famous,

  but with a low profile, to the people of the western New York Area

  as well as the province of Ontario, Canada.

       I continued my research through this great time era, collecting

  much written data, books and literature as well as recorded lectures,

  never having a dull moment. As time moved into the early 1970s, CJRN-AM

  of Niagara Falls, Ontario, Canada, had taken on many UFO related shows,

  which had became of strong interest to myself. Not only were sightings

  happening in Southern Tier (Western New York State), but were happening

  through the entire province of Ontario. The Sightings at the time

  seemed to be more centered in 2 areas of Ontario. UFO Cases were

  accounted for, in towns north of Toronto, were craft with humanoids

  occupants, were seen landing and taking off, as well as air sightings.

  The other most popular spot was the entire region of South Toronto, to

  Hamilton and that whole sector of Southern Ontario. One area that made

  it to the newspaper quite frequently was the SouthEastern Region of

  Southern Ontario, near the village of Niagara (not Niagara Falls,

  Ontario, but the village of Niagara, which is called
  
  Niagara-On-The-Lake). People were seeing 'unidentifieds' out over

  Lake Ontario, looking toward the CN Tower, which is located in Toronto.

  Harry P______ a resident of the Village of Niagara, in the early 1970s,

  had said that these sightings of 'unidentifieds' appearing to go

  "in and out of the lake",  have been happening as long as he can
  
  remember.

       
       Entering back into the Late 1960s, I had bought myself a CB Radio.

  There are few that realize that in this period of time, CB Radio was NOT

  a FAD until around 1974, when that movie "Convoy" (not sure of the name)

  came out. CB Radio was QUIET and we had a few small crowds of people
  
  that would chat amongst themselves. The small crowd of people that

  I became friends with, strangely as it seems, liked to talk about UFO

  sightings and BigFoot. As 3 or 4 years rolled on, the few of us on the

  CB Radio that were left in our group, had officially formed

  Northeastern UFO USA/Canada.

       In the meantime, more articles were appearing in tabloids and

  newspapers about sightings over this particular region of Lake Ontario.

  An item that struck all of our eyes was a UFO Review (by T. G. Beckley)

  article by Peter Weirner. It was a time-elapsed, black and white picture

  of 'unidentifieds' going into Lake Ontario. This article was released

  in 1975. Previously meeting Norman A. Weis (the investigator I mentioned

  earlier), we started a full fledge research on these sightings. Soon

  after our research began, we found that we needed to contact Malcolm
 
  Williams, of NorthEastern UFO, Canada. He was the KEY to our research.

  Malcolm, 'Mal' for Short (Pronounced 'Mel'), was part of our former

  CB Radio Group in the Niagara Region.  Mal and his wife Judy, living

  in Niagara Falls, Canada, spent a lot of time researching and

  investigating and chasing down all possible UFO cases, including the

  phenomena over Lake Ontario. Norm and I jumped on this opportunity to

  see if we could team up with Mal and Judy. Norm getting up in his years,

  did not participate as much as I did,  going out to Lake Ontario. It was

  much strain on his health at the time, but he continued with the full

  fledged reports, in his lectures and radio shows, which were done both

  in the US and Canada. The Niagara Falls Review, Toronto Star (Canadian)

  and other Newspapers, kept tabs on some of the invetigating we were

  doing.

       I had personally, with the help of Mal and a Niagara Falls, NY

  Professional Photogragher, started to take time-elapsed pictures

  (1.5 minutes) of 'unidentifieds' going IN-and-OUT of Lake Ontario.

  With the help of our photograher, Cliff B., who is a professional

  in Night Photography, we were able within 3 years time, able to cut down

  the elapsed-time for taking Night Pictures, from 1.5 minutes to One (1)

  Second, using ASA-400 Kodak Color Film. 

       INFRARED Color Slides or any Infrared Film, taken at night and
      
  outside, was never heard of by the consumer. Mal had previously used

  Black and White Infrared Film, outside and out at the lake. After many

  trys, we had great success. BUT we weren't satisfied !!! We had to use

  INFRARED Color Slides! We did it and were quite successful at it. Our

  pictures showed many 'intelligently' night flying craft that had many

  different solid shapes, including a 'night light' that looked like a

  huge "FLYING ANT" that can seperate in numerous flying 'unidentifieds'

  and they could be seen with by the naked eye. The 'unidentifieds' can

  seen landing and taking off, on a some type of 'light', that appears to
 
  be some type of platform, that rises and decends back into the lake.

       In the early 1980s, after leaving Niagara Falls, I still go back

  to that area & continue the research.

       Many questions have arised in lectures, from just people who are

  interested in the subject and from professional investigators around

  the world. Briefly, here I will try to answer theses questions...


       Through our many years of research, that our investigative team

  has helped to make possible, we have found that these 'unidentifieds'

  that are being seen over Lake Ontario, are very highly intelligent.


       Please NOTE that we have also seen American Coast Guard boats in

  Canadian Water as well as the United States Air Force chasing these

  'unidentifieds' around that region of Lake Ontario.
 

       The Canadian and US Air Force's have investigated (so they say) this

  phenomena and have given "ASSUMED, INCONCLUSIVE ANSWERS" and they have

  evaluated that these craft are airplanes coming from Toronto

  International Airport. The ironic point is that these craft are

  sighted no-where near the Toronto Airport, nor do they follow any

  airplane route, in the region. Our Infrared Photography has verified

  this from Canadian locations. When we presented our findings to

  both Air Forces, the answer was "No Comment".  We had checked, in the

  1970s, with Toronto International Airport and they have MANY reports

  of planes disappearing over this region.


      It has also been a known fact in this region that that Indians of

  the Niagara Region Area have had sightings in the distant past. Not

  only our investigative team had inquired on this, but James Allen

  Hynek had the same report in this region. The Indians made one comment

  further. Information that was pasted down from Canadian Indian tribes

  to the American Tribes, say the craft were going IN-AND-OUT of the

  Saint Lawrence River and were referred to as 'Flying Canoes'.  Our

  American Indian Tribes have seen craft activity in our regional

  Section of Lake Ontario and have referred to them as 'flying canoes',

  also.


       We have inquired through the freedom of information act to the

  US Air Force & Coast Guard in this area and we did find that both of

  these Forces have no information to release.


       ALSO NOTE, being that this end of Lake Ontario is a Devil's

  Triangle, we have scared away everyone we ask that has a Cabin Cruiser 
  
  or Air Plane, that is willing to FLY AT NIGHT.  We have definitely

  found that this 'traingle' is considered larger than the Bermuda

  Triangle.
 

       IF WE COULD BE FUNDED by someone who has the interest, we could

  continue our investigation, by our investigating team. I have asked

  for over 10 years with no avail. The rest of our team has done the

  same...

       Several times, every year, our team gets together and individually

  and we take more pictures. There is still activity out on the lake and

  we are still looking for someone or many someones to FINANCIALLY

  FUND US to we can continue our research.
