Agenda 21

Agenda 21 is one of the major documents that came out of United Nations’ Rio Summit on Environment and Development in 1992. It is a comprehensive plan of action, recommended by UN summit to be taken globally, nationally, and locally by organizations of the United Nations System, governments, and major groups in every area in which human impacts on the environment.

Agenda 21 identifies broad CP as one of the prerequisites for sustainable development. Chapter 23 of Agenda 21 is about “Strengthening the role of major groups.” The “Preamble” says

… in the more specific context of environment and development, the need for new forms of participation has emerged. This includes the need of individuals, groups and organizations to participate in environmental impact assessment procedures and to know about and participate in decisions, particularly those which potentially affect the communities in which they live and work.
