Government UFO Conspiracy Theories
[edit | edit source]A broad and persistent body of conspiracy theory holds that governments worldwide — and particularly the United States government — have possessed knowledge of extraterrestrial contact, craft, or biological materials since at least the 1940s, and have systematically suppressed this information from the public. These theories have gained substantial institutional credibility with the emergence of credentialed whistleblowers and congressional hearings in the 2020s.
The Majestic 12 (MJ-12)
[edit | edit source]One of the most enduring UFO conspiracy theories involves a supposed secret committee known as Majestic 12 (or MJ-12). According to documents that surfaced in 1984, MJ-12 was allegedly established by President Harry Truman in 1947 following the Roswell crash to oversee the recovery and study of extraterrestrial materials and maintain absolute secrecy. The documents have been deemed likely fabrications by the FBI and many researchers, but continue to circulate widely in UFO communities.
The Secret Space Program
[edit | edit source]A network of claims — most associated with figures such as Corey Goode and William Tompkins — alleges that the U.S. government has operated a covert space program using reverse-engineered alien technology, achieving interstellar travel capabilities decades ahead of the public NASA space program. This theory gained renewed attention following the 2025 Wall Street Journal report revealing that hundreds of Air Force personnel had been falsely briefed about the existence of such a program.
Cattle Mutilations
[edit | edit source]Beginning prominently in the 1970s across the American West, thousands of reports emerged of livestock — particularly cattle — found dead with surgical precision removal of organs, with no apparent tracks or blood at the scene, and with the corpses showing no signs of predator activity. Government investigations (including an FBI inquiry in 1979) concluded the mutilations were caused by natural predators and scavengers. UFO researchers have long challenged this conclusion, noting the surgical precision and apparent blood draining.
Underground Bases (DUMBs)

The Dulce Base in New Mexico is frequently cited as the location of such a facility, where witnesses have claimed to have seen extraterrestrial creatures and hybrid experimentation programs. No independently verifiable evidence has been produced.
The Men in Black
[edit | edit source]Witnesses to UFO encounters have frequently reported visits from mysterious individuals — often described as wearing black suits, driving black vehicles, and issuing warnings to remain silent about what they saw. These "Men in Black" (MIB) incidents were documented extensively by researcher John Keel and became the basis of considerable popular culture. Some researchers have proposed these individuals are government agents tasked with witness intimidation; others have suggested they may be non-human entities.
Suppression of Witnesses and Whistleblowers
[edit | edit source]Congressional testimony — most notably that of David Grusch in 2023 — has described systematic retaliation, intimidation, and harassment of individuals who attempted to report knowledge of classified UAP programs through official channels. Grusch specifically stated that people had been harmed to maintain secrecy and that he was encouraged by others with direct knowledge to pursue official whistleblower protections.
