What the Patent Claims

U.S. Patent 4,686,605 is a public document. Its text describes a system for transmitting large amounts of radio frequency energy into the ionosphere and lists the following potential applications:

Prior Art: Nikola Tesla

The "prior art" section of the Eastlund patent -- the section where patent law requires inventors to acknowledge the previous work their invention builds upon -- cites Nikola Tesla's patents from the late 19th and early 20th century. Tesla's electromagnetic transmission research and his later claims about teleforce weapons are listed as foundational prior art.

This citation is not coincidental. Eastlund's drawings bear a recognizable resemblance to Tesla's. The conceptual lineage from Tesla's proposed worldwide electromagnetic transmission system to HAARP's ionospheric heating array is the foundation of the "HAARP is Tesla's weapon" theory.

APTI, Raytheon, and the Corporate Chain

The corporate ownership of the Eastlund patent has its own conspiracy dimension:

  • Eastlund filed the patent while working for APTI (Advanced Power Technologies Inc.)
  • APTI was awarded the initial HAARP construction contract
  • In 1994, Raytheon Company acquired APTI -- and with it, the Eastlund patents
  • Raytheon is one of the largest defense contractors in the United States
  • Raytheon is also contracted with NOAA and the National Weather Service for weather forecasting systems
  • The connection between a major defense contractor holding ionospheric weapon patents and simultaneously operating weather forecasting infrastructure has been cited by researchers including Nick Begich as evidence of integrated weather control capability

The Scientists' Response

HAARP's official scientists dispute that Eastlund's patent directly describes what HAARP does or was used to design the built facility. They argue:

  • HAARP's design was developed through standard scientific channels
  • The Eastlund patent describes capabilities far beyond what HAARP's actual power levels could achieve
  • Many ionospheric heaters worldwide operate on the same basic principles without being "Eastlund devices"

What they cannot change is that APTI -- the company that held the patent -- built the facility.
