A top-secret memo from Chief of Staff General George C. Marshall to President Roosevelt stating that regarding the Los Angeles air raid, Army G-2 recovered an unidentified airplane off the California coast with no conventional explanation, and that Army intelligence concluded the mystery aircraft were 'in all probability of interplanetary origin.' Marshall states he issued orders to create a special intelligence unit — believed to be the founding directive of the Interplanetary Phenomenon Unit (IPU). Bears correct OCS file numbers and a later 'Interplanetary Phenomenon Unit' annotation by a different typewriter.

The Eisenhower Briefing Document — the central MJ-12 document — was found on undeveloped 35mm film delivered anonymously to Shandera's mailbox in December 1984.
